Access, Transfer and Progression
The National Qualifications Authority established the National Framework of Qualifications (NFQ) in 2003, along with associated policies on access, transfer and progression. This policy set out clear roles and tasks for FETAC and for providers.
FETAC, following extensive consultation, agreed its policy on Access, Transfer and Progression in 2004. Download Access, Transfer and Progression Policy.
This policy is implemented in two ways through work on:
- awards i.e. placement, classification, development of awards and standards, implementation of the Common Awards System and promotion of awards, continued attention to the negotiation of enhanced progression routes. Progression to higher education on the basis of a FETAC award is growing annually. Approximately 14.7% of all applicants to CAO had a FETAC award in 2010. - through agreeing Providers quality assurance systems, implementing policies for programme validation and monitoring. FETAC also prepared Information for Learners: Guidelines for Providers, to facilitate provider compliance with the NQAI determinations. This document sets out information that all providers are required to give learners in relation to programmes and awards. It also includes a FETAC Learner Charter.
The amalgamation of FETAC and HETAC in particular brings real impetus to further simplification and expansion of transfer and progression routes for learners across the Framework from Levels 1-10. This is good news for learners, providers and employers, creating new opportunities for everyone to achieve potential.
